I'm probably buying this boat over the weekend but my wife thinks it's too small so I want to see if we could pack say 4 adults and 4 little kids in it and survive potentially 3-4ft wind driven chop on the SF Bay.  I think we could as long as I can get at least a couple of them in the cuddy cabin

yes , BUT......
you would be better with a 22-25 if you can store. tow, afford etc if you are going to carry 4+4 very often.if only once in a while, ok. especially if kids small.
We carry 11-12 on a ~23, aka 231/24/241/25  6+6  1-2 times a year in relatively calm waters but normally only 1-4adults total.   also kids grow up.
they are fishing boats by design but will do a lot if asked but why push your luck and be crowded as well. also if you want a bunch of seats this might not be th one for you.
I think a former owner is also considering this boat so the boat sounds attractive
