Hello, I just got a new Proline. I put a new am/fm radio in it, but I'm not getting audio from the speakers. The radio functions normally...just no sound. I'm getting 12 volts going into the radio but only 2-3 coming out to the speakers. Should I be getting 12 volts going to the speakers? All the connections seem tight.

You will not get the same coming out.  Get an extra speaker and another wire to slave wire it to see if it works.  I had an existing radio in the boat that the port speaker went out one time.  Oddly enough, a wire had lost continuity.  Good luck,  Keep us posted.

If I'm getting dc voltage meaning that the output is shorted, what is my next course of action? Does that mean the radio needs repair or is it wiring issue?
