1998 5.7l with bravo II checking on the net and everywhere said it's mounted on the outdrive ...damn if I can find it anyone have one that could send pics??

Jon,
From what I have read, it is internal to the drive.  Most likely an inlet on the nose cone.  Take a coat hanger and start probing, hopefully to dislodge any obstructions.

Installed many Bravo 2s, but they were new... Roll Eyes
