From what I can tell the oil tank isn't bolted down.  Mine sits in a shallow box in my bilge and is held in by a bungee cord.  I have a 2000 20' DC with a 150 Merc.

My oil reservoir sits on a wire basket holder that is then bungeed to it.  The basket rusted out and my local marine store has them for about $15.  Also bought new clamps to bolt to boat.  Easy fix.

If you do a search for "outboard oil reservoir bracket" you will get many options.  I just found this dealer but it looks like they only sell the whole kit for $38.  http://www.boats.net/parts/search/Merc2/Mercury/225%20(3.0L%20EFI)/1B417702%20THRU%201B504988/Reservoir%20Kit-Remote%20Oil(15943A1)/parts.html   Good luck!

My 3250 has something like this, but for some other fluid.  I took the bracket out, sanded the rust off and painted it with some epoxy spray from HD made for appliances.  Works great and looks like new!
